Bangla come, Bangla stay!

Come tomorrow (Monday), more than 20,000 Bangladeshis are expected to arrive at the KLIA to work in our plantation sector.

They are part of the successful G to G arrangement by Hisham KDN and Subra Human Resource to solve the problem of 'worker shortage' faced by major plantation employers like Felda, Sime Darby, Tabung Haji and others.


Hisham and Subra must be proud for such an arrangement with Dhaka. It reflects how benevolent Malaysia is when attending to the needs of the industry. Furthermore, the kickback from such a deal is not small.

Appointed agents usually charge between RM1,000 and RM1,500 to bring a Bangladeshi to Malaysia but this new batch is free of any agent's reach. However, it is not free because their employers - apart from having to pay the levi and other charges - will surely have to allocate 'some' for those who bring them in.

I was told that a 'token' of RM750 is imposed for each worker. This means 20,000 workers will easily translate to RM15 million the amount of kickback for those involved in the arrangement.

A-aaahhh... general election is coming!

But the key issue here is not the kickback. Its 'so normal' for ministry officials to make money from such a deal. Its a known fact and its not necessary for me to elaborate further.

From tomorrow onwards, more and more Bangladeshis will be brought in to work in the plantation sector, and soon for the manufacturing industry. By end of the year, about 100,000 of them will arrive in Malaysia under the arrangement.

This is what our government is all about. They will take pride in such an arrangement, wanting to be seen as caring enough in fulfilling the needs of the industry. Diplomatically, we look awesome but morally we are doomed as a 'half past six' country for failing to take care of the foreigners who are already here.

I am not sure if KDN sec-gen Datuk Seri Rahim is involved in this but his pledge to be the 'force against human trafficking' is only a dream and empty words. He is too busy to please the minister!

The problem with KDN and other ministries is that, they don't listen to the ground. They love the credit so much for being able to cater to demands of the industry. They couldn't be bothered what will happen to the workers once their contract ends.

There are about 300,000 'stranded' Bangladeshis in the country, with no proper job and contract. Why? Because they are part of the 1,000,000 workers brought in from Bangladesh more than 15 years ago to work in various sectors in Malaysia.

Most of them are now aged 45 and above, some hiding in remote areas because their visa, permit and passport are no longer valid. Their High Commission in Kuala Lumpur is having a big problem to identify, register and help them go home.

But they refuse to leave Malaysia as they don't have anything left in their country to survive on. Before they left about 15 years ago, they had sold off their land and house to raise about RM30,000 (each) needed as the 'passport' to come to Malaysia.

Since it is not our policy to grant them with PR status, we simply leave them to rot, here in Malaysia! The 6P program which ended on July 31, 2012 was a total failure.

The company NERS which was appointed by the government to supply all the 'latest gadgets' for the program was treated as a king for the business. Deputy PM Muhyiddin (whether he admits 6P is a failure or not) should take a look again at the system because it contains a lot of flaws.

Even most of the 6P data collected during the 'over zealous' implementation period didnt find its way to the Immigration Dept and that cause a lot of problems, not only to foreign workers who took part in the exercise but also to employers and the government agencies.

The failure of the 6P has also opened the floodgate to graft and cheat. Some irresponsible people and companies took advantage of it by introducing their own set of solution to collect money illegally from the foreign workers.

Graft gets rampant when enforcement officers from the Immigration Office and the police prey on those nabbed at random or during special operation. In many cases, they will free most of those caught once the right free is paid. So, it is not wrong when a politician said recently that graft at the Immigration Dept is from 'head to toe'.

And where do we go from here? Nowhere!

Hisham and his friends will not admit failure in what they had implemented. I think it is not the government policy to admit mistake even though many things went disarray. To them, once a policy is announced and implemented, there wont be any error.

That explains why the Home Ministry refused to listen to others, especially from the market players. The ministry officials will not make way for any fresh and better proposal put forward by the public to help reshape the 6P program, let alone open their door to discussion.

So, welcome to our friends from Bangladesh. Let's see what will happen to them once their contract ends but the usual case is, they come to stay!

however, i agree with you. we only bring them in but never monitor them closely, esp when their permit ends.

there are still million of illegal workers in malaysia, some stranded with no job and no employer.

what do we do with them? we let the rot just like that!

the home ministry, irrespective who is appointed as its minister, is the gate to human trafficking. the minister will talk big about putting it to a halt but behind the scene, they and their officers are somehow involved in it. human trafficking is big money, u know!

tapi hakikatnya, kita ni dicaci dan dikutuk kerana biarkan berjuta rakyat asing terdampar.

kita bawak mereka masuk dan bagi kerja. mereka bantu bangunkan industri dan prasarana kita. bila dah siap, kita layan mereka seperti anjing kurap, tangkap, penjara dan usir keluar.

inilah dasar KDN dalam menjaga nama baik malaysia.

true. there are millions foreigners who overstayed in malaysia. not the bangladeshi alone. there are indonesians, vietnamese, burmese, thais and others.

what our govt does is to bring them in to work but never imposed a standard system where they can be monitored.

we only care about our diplomatic relations with those countries but never really engaged an approach to execute a better monitoring system.

we ignore feedback and input from the ground, especially the public just because we are afraid for be called failures over the system we had implemented.

if this goes on, may as well we change to a new government in the next general election.

sebabnya, ramai bangla masih ada di malaysia ni, ramai yang tak bekerja dan masih boleh dikitar semula untuk pelbagai sektor.

kenapa kita terlalu pentingkan nama naik diplomatik sedangkan kita sebenarnya tidak prihatin terhadap masalah yang sudah ada?

saya rasa kdn serta kerajaan perlu cari format baru bagi selesaikan masalah dalaman dahulu sebelum bawa masuk lebih ramai pekerja asing ni.

kita ada berjuta-juta lagi warga asing di sini yang tak bekerja dan tak bermajikan. apa langkah kita seterusnya selepas kegagalan 6P?

kita perlu belajar menerima kesalahan dan mengakuinya, supaya kita dilihat ahli politik yang prihatin dan bertolak ansur.

terimalah saranan serta pendapat yang baik dari sesiapa pun. saya rasa ramai yang ingin membantu mempertingkatkan cara pentadbiran yang ada, cuma ada ahli poltiik dan menteri yang sombong dan bongkak untuk menerimanya.

janganlah begitu. boleh rosak umno dan barisan nasional nanti!

I also agree with you there should be better monitoring of the foreign labourers. Problem is we are not a homogeneous society, values and attitudes towards foreigners and pendatangs differ.

The US in the 19th Century were mainly Whites and Blacks. So, easy to identify the Yellows (Chinese), labourers brought in to build the Trans-American Railway and the Gold Rush in California. So, after project completion, they were sent back to China by the shiploads.

Yes, even in US in the 19th Century, there were Chinese who ran away from the "Kongsis" or labourers camps, tried to overstay in that huge country. Then the US Government passed the Chinese Exclusion Act prohibiting the Chinese overstaying. So, the Whites and Blacks just looked for the Yellows over the years, caught them and have them sent them back to China. Otherwise, maybe US now is a quarter Chinese.

But note that even now in US there are so many millions illegal aliens - those who smuggled themselves in from Mexico and Latin America (the Latinos), those who came under social visits passes but overstayed etc. Big talk during the last Presidential election about non-citizens taking jobs that the US citizens are short of because of the poor state of the US economy.

But yes, our Government must do more to solve the overstaying problem. We however have to appreciate that it's a huge problem faced even by advanced countries like US, UK and EU.

Bujai has explained in his post above why the 20,000 are brought in. The big plantation companies want them as labourers in their plantations.

The Government must allocate funds to send these over-stayers back to their countries by the shiploads. The Police and Immigration must strengthen their enforcement units to catch them and send them back. They do have detention camps for such people when caught. They do send them back from time to time. Need to to a better job in catching them. And send them back faster than the reported 6 months - any reason why they must be accomodated and fed for so long at the taxpayers' expense?

They even have RELA people to help. But corruption seeps in. We must shout against corruption as loudly and as often as we can. So many things become unpleasant when corruption is rife. In China corruption became rife even 2,000 years ago. Throughout its history, China became weak, conquered by the Mongols and the Manchus, bullied by Westerners and Japan, largely because of corruption.

No doubt, it's the Government's responsibility to minimize corruption. But note that even Pakatan Rakyat states also have a lot of corruption. So, can we citizens do our part to lessen corruption? Get the facts, proof and evidence, send them to MACC - we can even do citizen's arrest on the corrupted blokes, hand them over to the Police, you know.

Bagus lah Sdr akui bahawa kerajaan kita pun boleh di puji dalam kes pekerja asing ni. Dan bahawa cacian tidak dapat di elakkan kerana rakyat asing "terdampar" di sini.

Benar, kita bawak mereka masuk, mereka bantu bangunkan industri dan prasarana kita. Tapi tak benar mengata "bila dah siap, kita layan mereka seperti anjing kurap." Sejak berpuluh tahun, berjuta juta yang keluar, pulang mengikut kontrak kerja dan mengikut peraturan Imigeresen.

Saya tahu benar perkara ini sebab saya sendiri ada menggunakan perkerja asing dan telah menentukan bila tamat tempoh yang dibenarkan Imigeresen tiap seorang di bawa ke pelabuhan atau lapangan terbang, di tentukan mereka berlepas, dapatkan "bukti check-out" untuk permohonan gantian mereka.

Yang di tangkap, di penjara dan di usir keluar itu ada lah mereka yang lari dari tempat kerja, tidak mahu pulang cara sukarela, tidak ikut kontrak kerja dan tidak ikut syarat "permit kerja" mereka, ia itu yang cuba tinggal sini secara haram.

Tidak salah dasar KDN dalam menjaga nama baik Malaysia. Hanya salah atau lemah pada implementasi dasar itu.

Kamon lah, the majority of the rakyat will sure want him still around not only "in the next general election" but also "after the elections".

Only question is whether UMNO and BN can get back the 2/3 majority in Parliament they used to have.

Ingat dah 4 tahun Pakatan Rakyat merintah Selangor, Kedah dan Penang, apa kelebihannya selain dari berbagai masalah, hingga kan sampah tak di pungut, longkang tak di bersihkan menyebabkan bah memeranjat (flash floods), air tak cukup, Mak Minah kena panjat rumah pangsa 4 tingkat angkat air dari lori bekalan air tiap hari pada masa masanya.

Dah banyak bukti tak mampu merintah dengan memuaskan. Pakatan bukan "the better alternatif".

But it's not right to say that "what our govt does is to bring them in to work but never imposed a standard system where they can be monitored." There has been a standard system - limit the years the workers can be employed, permit renewable every year, levies paid, employers made responsible that their workers are sent back. If not they are fined.

Maybe the Government needs to impose higher fines. But would that be burdensome on those who don't have big plantations, only small estates?

Executing a better monitoring system would not affect diplomatic relations with the countries concerned. Only when our employers, especially of maids, treat them cruelly, even to the point of causing deaths, then diplomatic relations may be affected.

In fact, the Indonesian Embassy here and the Indonesian Government in Jakarta has been using that as an excuse to get better terms for their workers in this country, including asking for much higher salaries than considered reasonable and not based on market rates here. That may be one reason why the Government has started to employ tens of thousands of Bengladeshis.

We cannot use the foreign workers issue as the only or the main reason to change a Government. The Pakatan Rakyat state governments have done worse things - failing even in the simple matter of garbage collection, drainage cleaning, etc.

Why are you people so worried about the Banglas? Let me list the positives on this issue.

1. The plantation industry is released from the stranglehold of the 'seakar and serumpun' Indons whom the Melayus thought were a godsend to Malaysia in order to counter the evil 'pendatangs' bent om enslaving the Melayus.

2. The Minahs in the Kampungs will have alternatives to the skinny Mat Gians and Mat Rempits. Why choose a Mat when you can get a Bollywood looking Bangla with a much larger stick. The Minahs and even some non-Minahs have always been hot for the big Bangla stick.

3. Most importantly, the Banglas are Muslims. Is it not the job of ALL Muslims to take care of the Ummah. The day will come when the majority of Melayus put their support being the no good Taliban, Communist, Ass banging PAS-DAP=PKR devils. The Banglas can then be recruited into saving the Ummah by instantly converting them into 'Melayus'

Lets welcome the Banglas into Malaysia with open arms and open legs (in the case of the Minahs)

Wat mistreatment you talk? Give examples lah. Better still, give dates, state where, when, who, what and how. Must be fair what. Big plantation employers don't do what they like only, they follow rules larr. Of course a few cases of mistreatment do happen. The world over, what.

Yes, for whatever reason(s), many of the foreign labourers may run away and we cannot detect where they go.

What about you help tangkap? It's gomen job but we can also do, what. Me? I'm not the one who simply accuses, what.

had they listened and took into account suggestions from the respected parties, we wouldnt have ended up having millions of overstayed foreigners in the country.

now, how will hisham response to this?

will he say 'we will nab those PATI and flush them out'?

we cannot have another 6P bro but at least KDN, KSM and other agencies should pick up a good proposal from the ground and the public, analyse it and set a better guideline in registering the foreigners, their employers and its sectors. we cannot just sit tight doing nothing. a good suggestion may come handy in times like this. KDN must admit mistake also and try to come up with something new to address the problem. i believe some people out there are more than willing to propose a good solution to the woes.

But the way you talk here is not too bad, so I want to take you up on a few points:

1. The 'seakar and serumpun' thing is still there and will never go away, despite differences in religion in some cases. We know the Indians split to become India and Pakistan, and later Bengladesh, but we are still intact except damn stupid Tengku A Rahman gave away Singapore FOC to chauvinistic and racist Lee Kuan Yew in 1965.

To say the Indonesians were Godsent "in order to counter the evil 'pendatangs' bent om enslaving the Melayus" is not correct, even seditious - the reason you were banned from certain blogs?

2. To say "Bangla with a much larger stick .. The Minahs .. have always been hot for the big Bangla stick" is nasty and kurang ajar, to say the least. You ought to be paraded on the street, hands tied, thrown stones at, maybe Hudud-style punishment.

3. Your point that the Banglas are Muslims .. the job of ALL Muslims to take care of the Ummah is valid.

apa salahnya wujudkan kerjasama dengan kedutaan bangladesh ni untuk pantau rakyatnya di sini.

kita boleh lantik sebuah syarikat yang dapat mengusulkan satu penyelesaian menyeluruh terhadap masalah ini agar semuanya terkawal rapi.

janganlah mendabik dada mengatakan 6P dah bagus dan sempurna!

Bagus tak bantah langkah bawa masuk pekerja asing ni. Banyak tindakan dah di buat terhadap mereka yang dah lama tak keluar dari negara ini.

Ada Pusat Tahanan Imigeresen (Immigration Detention Centres) di beberapa buah negeri, seperti di Perak, Negri Sembilan, Johor dll. Penangkapan selalu di buat dan yang tidak ada paspot (hilang, di tahan majikan - dia orang cabut lari dari tempat kerja) di hantar pulang selepas di tentukan mereka tak terlibat dengan kelakuan jenayah di negara ini. Hal ini yang makan masa, sebab susah nak mengesahkan nama dsbnya dengan takda paspot.

Perhaps to close comments on this post as a new post has come out, let me just put out what has been reported this morning:

The 20,000 Bengladeshis talked about is part of the Memorandum of Understanding signed between the two countries, to lift a five-year freeze on recruitment of Bangladeshi workers.

It's limited to the plantation sector and it would be done through a government-to-government (G-to-G) arrangement. It will effectively eliminate the involvement of third parties, including agents, outsourcing companies and the direct recruitment of workers by employers. The recruitment will be done by the respective agencies designated by both governments.

Malaysia also signed another MoU with Bangladesh to work together in preventing and combating transnational crimes.

Hishammuddin said the agreement would complement and provide additional protection in the execution of the G-to-G MoU, especially on issues concerning human trafficking.

That "Ketuanan Melayu" needs not be stated in those words in the Constitution. As already explained lengthily above, it's inherent in the provisions of the Constitution pertaining to the functions, roles and responsibilities of the YDP Agong and the Malay Rulers, also reflected in the Special Position of the Malays and the Bumiputeras of Sabah and Sarawak.

It is, for example, in the fact that the Prime Minister has to receive an appointment by the YDP Agong before he can function as PM. As in the case of the Menteri Besars who must wait for the appointment letters by the Sultans before they can carry out their duties as MBs. All these are stated so in the Federal Constitution and the relevant State Constitutions.

And Ketuanan Melayu is NOT "a Master-and-Slave" concept. It is a concept portrayed in the above.

The fellow has no valid arguments. With all the lengthy explanations previously given, he is now reduced to a one sentence, one line comment. It looks like a lot of what has been said has simmered into his mind. But he still uses rude and obscene words for which he has been banned from several blogs that I know of. Let's hope he will cease doing that, and start commenting with decorum and decency.
